Court documents seen by MyLondon show Brahim Kaddour-Cherif exposed his genitals in Lloyd Park – a public space on the grounds of Water House, a Grade II listed Georgian home that now houses the William Morris Gallery
A sex offender who was accidentally released from HMP Wandsworth this week exposed himself in the family friendly grounds of a historic East London house, court documents show. Brahim Kaddour-Cherif, a 24-year-old Algerian migrant, was convicted of indecent exposure in November 2024 after displaying his genitals in Lloyd Park in Walthamstow on March 30 the same year.
The charge sheet for Westminster Magistrates Court in September 2024 states: “30th MARCH 2024 at Lloyd park E17 intentionally exposed your genitals intending that someone would see them and be caused alarm or distress.” Kaddour-Cherif was convicted at the same court and earned an 18-month community order and five years on the sex offenders register.
Lloyd Park is on the grounds of Water House, a Grade II listed Georgian home that houses the work of Arts and Crafts designer William Morris. The park is often filled with families and young children who use the playground, skate park, tennis courts, and outdoor gym.
But court documents show Kaddour-Cherif, of Whitechapel, Tower Hamlets, was hauled back to court over the allegation he failed to notify police of his whereabouts within three days of being released from custody. He went on trial at Westminster Magistrates Court and was acquitted of failing to comply with notification requirements in October this year.
MyLondon has also seen documents that show Kaddour-Cherif was convicted of entering Somerset House in Central London with intent to steal in September 2023. The charge states he entered the Royal Society of Literature building. Another charge sheet shows Kaddour-Cherif stood accused of handling stolen goods in August 2024 and was due to face a trial at the magistrates.
Kaddour-Cherif is understood to have entered the UK legally on a visitor’s visa but has now overstayed that and was in the initial stages of the deportation process. Police say he is known to frequent the Westminster area and uses other variations of his name, like Ibrahim.
Commander Paul Trevers, who is overseeing the investigation, said: “It is just over 24 hours since we were informed of Cherif’s release. We launched an immediate manhunt and urgent enquiries have been ongoing since. Cherif has had a six-day head start but we are working urgently to close the gap and establish his whereabouts.
“We will continue to use all the means at our disposal but we are also appealing for the public’s help to find him. We have seen in the very recent past how important alert members of the public reporting sightings can be. To assist with that effort we have released an image of Cherif and bodyworn video footage from an arrest in September this year.”
